Paul’s educational and professional background is diverse. His experience includes serving as General Counsel, Ethics Officer, and Secretary to a public authority that had economic impacts exceeding $1 billion. His duties as Ethics Officer included working with board members to avoid not only actual conflicts, but the appearance of conflicts of interest. He also advised staff on a range of ethical issues that arose in the workplace and crafted internal policies that set a tone for integrity, transparency, and fostered a culture of trust between staff and management.
He has over twenty-five years of combined experience as an attorney, report writer, published author, project manager, personnel supervisor, university lecturer, legislative analyst, communications and public affairs officer, member of senior executive management team, and working on or with high level private and public boards often involving confidential matters.
Paul earned degrees from Union College, Bangor Theological Seminary, Western New England University School of Law, and the Graduate School of Political Management at the George Washington University.
